Statement Courses of Action: Notes और MCQ Practice

General Intelligence and Reasoning • RRB NTPC UG

Important Rules (नियम):

  • Practical & Feasible: Action realistic
  • Direct Link with Problem: Action

2 Quick Tricks:

  1. Avoid Extreme Words: जिस Action में all, complete ban, dismiss all, immediately shutdown जैसे extreme शब्द दिखें, वह प्रायः Invalid Course of Action होता है।
  2. Officer Mindset (Investigate first): किसी भी घटना में तुरंत सजा देने के बजाय Committee गठन, Inquiry, Warning या Systematic Improvement वाले Actions हमेशा Valid/Correct होते हैं।

2 Common Mistakes:

  2. Going beyond the Statement: Statement

Statement and Courses of Action: RRB NTPC Study Notes

1. Concept

In verbal reasoning, a Statement and Course of Action question presents a real-world scenario (usually a problem, an administrative challenge, or an undesirable situation) followed by two or more suggested Courses of Action.

A Course of Action is an administrative measure, practical step, or decision taken to:

  • Solve or minimize a given problem.
  • Prevent a situation from worsening.
  • Bring positive improvement or maintain discipline.

Your job is to act like a sensible, unbiased administrative officer and decide whether the suggested action is feasible, effective, and balanced.

2. Important Rules and Evaluation Criteria

To determine whether a course of action follows (is correct/valid), test it against these fundamental rules:

  1. Direct Connection: The action must directly address the root cause stated in the statement, not an unrelated issue.
  2. Feasibility / Practicality: The action must be practically implementable using realistic resources, time, and administrative machinery.
  3. Problem-Solving Nature: A good course of action must either reduce, control, or eliminate the problem stated. It should not make the situation worse.
  4. Proportionality (No Overreaction): The action should not be an extreme overreaction to a minor problem. For example, shutting down an entire railway network because of a single ticketless passenger is disproportionate.
  5. Two Types of Situations:
  • Problem-Driven Situations: Require remedial actions (immediate relief + long-term prevention).
  • Improvement / Fact-Driven Situations: Require constructive steps (plans, monitoring, policy changes).
  1. No Creation of a Bigger Problem: If an action solves one minor issue but triggers a massive disaster or violation of fundamental rights, it is invalid.

3. Solved Examples

Example 1

Statement:

A large number of people in a coastal town have fallen ill due to a sudden outbreak of waterborne diseases following heavy floods.

Courses of Action:

I. The local municipal authorities should immediately provide clean drinking water and deploy mobile medical teams to the affected areas.

II. The government should permanently shift all residents of coastal towns to inland hilly areas.

Step-by-step Solution:

  • Analysis of Action I: Floods lead to contamination of drinking water. Providing safe water directly attacks the cause, and medical teams provide immediate relief. This is feasible, practical, and directly remedies the problem. (Follows)
  • Analysis of Action II: Permanently evacuating all coastal towns to hills is impractical, extremely costly, and a massive overreaction to a seasonal flood problem. (Does not follow)

Answer: Only Course of Action I follows.

Example 2

Statement:

The pass percentage of Class 10 students in a government-aided school dropped drastically from 85% to 42% in the recent board examinations.

Courses of Action:

I. The school management should immediately dismiss all the teachers and hire an entirely new staff.

II. The education department should set up an inquiry committee to identify the reasons for the decline and conduct remedial classes for lagging students.

Step-by-step Solution:

  • Analysis of Action I: Firing all teachers without an inquiry is an extreme, unjustified, and harsh punishment. It does not identify the real issue (which could be syllabus changes, difficult evaluation, or lack of resources). (Does not follow)
  • Analysis of Action II: Investigating the cause is a logical first step, and providing remedial classes directly helps the affected students improve. This is balanced and constructive. (Follows)

Answer: Only Course of Action II follows.

Example 3

Statement:

Many passengers regularly cross railway tracks at busy suburban stations instead of using foot overbridges, leading to fatal accidents.

Courses of Action:

I. The railway administration should construct boundary fences between tracks and impose strict fines on trespassers.

II. Railway authorities should run public safety awareness drives highlighting the dangers of crossing tracks.

Step-by-step Solution:

  • Analysis of Action I: Building barriers physically prevents crossing, and imposing fines acts as a legal deterrent. This directly minimizes accidents. (Follows)
  • Analysis of Action II: Educating the public about hazards encourages long-term behavioral change. It is positive and preventive. (Follows)

Answer: Both Courses of Action I and II follow.

Example 4

Statement:

Air pollution in a major industrial city has exceeded the safe environmental limits by three times during the winter season.

Courses of Action:

I. The administration should close down all factories and halt all vehicular traffic permanently in the city.

II. The local authorities should enforce emission audits on factories and restrict the plying of heavily polluting commercial vehicles.

Step-by-step Solution:

  • Analysis of Action I: The word "permanently" makes this an extreme, economically disastrous step. It is not feasible for any administration. (Does not follow)
  • Analysis of Action II: Emission audits and vehicle restrictions target the major pollution sources without destroying the city's economy. It is a measured, practical policy step. (Follows)

Answer: Only Course of Action II follows.

4. Shortcuts and Elimination Tricks

  1. The Extreme Word Rule:

Look for extreme words such as all, every, completely, permanently, never, immediately terminate. Actions containing these words are usually too drastic and rarely follow.

  1. The Administrator Mindset:

Always ask: "If I were a District Magistrate or Railway Officer, would I sign this order?" If an order looks like panic-induced mob justice, reject it.

  1. The "Either-Or" Trap:

"Either I or II follows" is very rare in Courses of Action questions. It only applies when two actions are mutually exclusive alternatives to solve the same problem (for example: "Route the pipeline via Route A" vs "Route the pipeline via Route B").

  1. The "Harm vs. Cure" Filter:

If the suggested solution produces a side-effect that is worse than the initial problem itself, reject it instantly.

5. Common Mistakes to Avoid

  • Reacting Emotionally: Do not let personal anger decide the answer (e.g., "Corrupt officials should be publicly beaten"). In governance, legal procedure must be followed.
  • Confusing with Cause & Effect: Do not choose an action that merely restates a cause or an assumption. A course of action must be a concrete step forward.
  • Assuming Unlimited Powers: Do not choose actions that require impossible resources, violate the Constitution, or disregard human rights.
  • Rejecting Long-Term Measures: Remember that constructive actions (like awareness campaigns, committees, surveys, and training) are completely valid when paired with proper logic.
