Statement and Courses of Action: Notes और MCQ Practice

General Intelligence and Reasoning • RRB NTPC Graduate

Golden Rules (Action कब Valid होगा?):

  4. No New Problem: Action

2 Quick Tricks:

  • Trick 1 (The Officer Test): सवाल पढ़ते ही खुद को District Magistrate या Department Head मान लें। सोचें—क्या एक balanced officer के नाते आप यह step लेंगे?
  • Trick 2 (Extreme Words Alert): जहाँ भी Action में 'Immediately terminate all', 'Complete ban permanently', 'Dismiss completely' जैसे extreme steps दिखें, वे 99% गलत (Invalid) होते हैं।

2 Common Mistakes to Avoid:

  2. Confusing Cause with Effect: सिर्फ Symptoms का इलाज करना और Root Cause को छोड़ देना। Action हमेशा Problem की जड़ पर targeted होना चाहिए।

Statement and Courses of Action

1. Concept

In the General Intelligence and Reasoning section of competitive exams like RRB NTPC, Statement and Courses of Action tests your decision-making and administrative problem-solving abilities.

  • Statement: Presents a problem, an alarming situation, a conflict, or a fact.
  • Course of Action: An administrative, practical, or corrective step taken to address, mitigate, or solve the problem presented in the statement.

Your task is to identify whether the suggested course of action:

  1. Solves or reduces the problem.
  2. Is practical, feasible, and legally sound.
  3. Does not create a bigger problem than the original one.

2. Important Rules and Facts

A course of action is considered valid (follows) if it meets the following criteria:

  • Root-Cause Alignment: The action must directly target the problem stated, not an unrelated or peripheral issue.
  • Feasibility / Practicality: The action must be realistically executable within standard administrative, financial, and legal frameworks.
  • Proportionality (No Extreme Measures): The action must be balanced. Extreme, overly harsh, or disproportionate reactions (e.g., dismissing an entire department for a single mistake) do not follow.
  • Positive Net Outcome: The proposed step should not create a new, more severe problem in place of the existing one.
  • Constructive vs. Passive: A course of action should actively aim to solve, reduce, or prevent the issue rather than merely accepting it or passing the blame.
  • Standard Answer Choices in RRB NTPC:
  • (A) Only I follows
  • (B) Only II follows
  • (C) Either I or II follows
  • (D) Neither I nor II follows
  • (E) Both I and II follow

3. Solved Examples

Example 1

Statement:

Large numbers of passengers were stranded at the railway station due to sudden torrential rainfall that caused waterlogging on railway tracks.

Courses of Action:

I. The railway authorities should immediately arrange alternative transport facilities and food/water packets for stranded passengers.

II. The railway authorities should suspend all train operations for the next one month until the monsoon season ends completely.

Step-by-step Solution:

  • Check Action I: Providing relief (food, water) and alternate transportation addresses the immediate human problem practically and compassionately. Hence, Action I is feasible, proportional, and follows.
  • Check Action II: Suspending all operations for an entire month is an extreme, impractical, and disproportionate measure that causes massive disruption across the country. Hence, Action II does not follow.

Correct Answer: Only I follows.

Example 2

Statement:

Reports indicate that several school-going children in a district fell ill after consuming mid-day meals provided by a contractor.

Courses of Action:

I. The affected children should be immediately shifted to nearby hospitals for urgent medical care.

II. An inquiry committee should be set up to inspect the quality of the meal, and the contractor's license should be suspended pending the investigation.

Step-by-step Solution:

  • Check Action I: Immediate medical attention addresses the life-safety emergency directly and promptly. Hence, Action I follows.
  • Check Action II: Setting up an inquiry and taking interim administrative action prevents repetition and establishes accountability without violating standard procedure. Hence, Action II follows.

Correct Answer: Both I and II follow.

Example 3

Statement:

Every year during the harvest season, stubble burning in neighboring agricultural areas causes severe air quality deterioration in the metropolitan city.

Courses of Action:

I. The government should immediately arrest all farmers residing in the agricultural belt.

II. Subsidies should be provided for eco-friendly machinery, along with awareness campaigns educating farmers on alternative methods of stubble management.

Step-by-step Solution:

  • Check Action I: Mass arrests of all farmers is an extreme, aggressive, and socially disruptive step. It treats a systemic economic/agricultural issue as pure criminality without offering alternatives. Hence, Action I does not follow.
  • Check Action II: Subsidizing machinery and raising awareness addresses the root cause constructively and sustainably. Hence, Action II follows.

Correct Answer: Only II follows.

Example 4

Statement:

A significant proportion of city commuters avoid using the pedestrian overbridge and instead cross the busy highway on foot, risking accidents.

Courses of Action:

I. The municipal authorities should demolish the pedestrian overbridge completely.

II. High median barricades should be installed along the highway, and security personnel should be posted to deter jaywalking and guide pedestrians to the overbridge.

Step-by-step Solution:

  • Check Action I: Demolishing the overbridge removes the only safe crossing facility instead of fixing the behavior. It aggravates the danger. Hence, Action I does not follow.
  • Check Action II: Installing barricades and deploying staff restricts dangerous behavior and guides commuters to the safe path. Hence, Action II follows.

Correct Answer: Only II follows.

4. Shortcuts and Elimination Tricks

  1. The Administrator Rule: Put yourself in the shoes of a responsible civil servant, railway manager, or policymaker. Ask: "Is this how a sensible authority would handle this issue?"
  2. Look for Red-Flag Words: Courses containing words like "all", "completely", "never", "immediately shoot/dismiss/arrest" are usually extreme and rarely follow.
  3. Identify the Purpose: Categorize the action:
  • Immediate Relief: First-aid, rescue, evacuation (always valid in emergencies).
  • Corrective / Preventive: Investigation, repair, policy adjustment (valid if balanced).
  1. The "Net Gain" Check: If doing step X stops problem A but triggers problems B, C, and D that are far worse, step X does not follow.

5. Common Mistakes to Avoid

  • Emotional Bias: Selecting a harsh action out of anger (e.g., "Suspend all workers at once") instead of evaluating legality and fairness.
  • Assuming Extra Facts: Do not bring unstated assumptions into the problem. Stay strictly within the context of the statement.
  • Confusing Conclusions with Actions: A conclusion is a deduction ("Therefore, traffic management is poor"). A course of action is a proactive step ("Deploy additional traffic officers").
  • Rejecting Routine Administrative Steps: Official inquiries, expert committees, safety audits, and public advisories are standard, valid administrative courses of action unless explicitly shown to be redundant.
